I.E. digging up the trench along the property, sidewalk and potentially the street to run a larger water line?

Kitchens needs replaced every 15-20 years, roofs every 25 if new, side walks, HVAC, water heaters, etc.  

You need to buy the land , hire an engineer to subdivide , hire someone to clear , install water and sewer , roads , curbs and sidewalks .

that might be the key there and or any road improvements.I have a property in lake Oswego that is a corner lot dividable go it approved but the conditions of approval included intersection work  350 feet of half street improvements sidewalks landscaping new water line to the tune of 80k alone..

Cold winters with north side parking lots and sidewalks that didn't thaw until April, lots of stairways and 115 years old so out of code all over the place. 

Then, while you have a concrete team out there, check the front steps and sidewalk for areas that need attention. 

Does the surrounding area have "Gang Graffiti", visible Gang presence (including lookouts a block or two away), crackheads wandering the streets, broken heaving sidewalks, empty lots with weeds 6 feet high, etc...Then I think about the neighborhood, how run down is it.

Currently have 3 tenants in 3 shops there with a sidewalk awning that attaches to the building.
