Prospective tenants ghosting

We have a unit in our quadplex for rent. We have gotten a deluge of interest, several applications (which costs $30 to complete background check). We had a person sign a lease but never paid the deposit and never contacted us again. As we try to fill it, we call the applicant and give them an opportunity to lease it. We have done this 3 times and they also have initially responded and then we hear nothing. What are we doing wrong? 3 units were available and 2 got rented quickly. April 1 was the move-in date. It is now April 10. How to screen out the ghosters?
