The other option I'll put out there is option Z: partner with other people on deals for a set rate of return and grow your $5k into . . . . whatever your target is, then use that to purchase property.

In fact the city P&Z administrator told me personally that the city needs about 70 more to be where they want it so potential is here.

Last year, I rented a property to 3 roommates, X, Y and Z.

This is because the idea legally is fairly simple --  when you (a buyer) enter into a contract to purchase a property you gain an equitable interest wherein if X, Y, and Z are completed you then own the property. 

Home ownership will be unattainable for many of the millennials and late gen Z population for several years, causing more apartments buildings to be developed instead of homes.
