Puppies definitely take a lot of work and responsibility, but doesn't mean they will be "untrained".

Charge the maximum your regulations allow, strictly enforce them and if after the first late a tenant repeats you need to get rid of them, they are untrainable.

Worse, untrained animals often are not socialized properly and may present greater risk to people and animals.
