The government created a problem by forcing the shut-down, then they created the "solution" by offering "free" money to everyone, then they will fail to give it to the people in need and instead squander it on major corporations, buying votes from low-income people, administration of the program, and a lot of fraud, waste, and abuse.The lesson here is, don't rely on the government to keep things fair.
