There are reasons they don't or can't, often has to do with mental issues, personality disorders that also leads to unacceptable attitudes to those who do carry the water.Saying someone is able bodied is misleading as you can't see personality disorders that can be hidden easily during short meetings with someone.

The neighbors LOVED that I (or anyone for that matter) was coming in and fixing up the eye sore... anyway, i was renting the top floor to my step daughter while rehabbing, and she had this boyfriend that she was trying to get rid of who kept coming around and hanging out (stalking) her at all hours...

That one eye sore compromises the real value of your units in that without maintenance it will invite bugs and other issues.
