You can absolutely make rhe time limit what ever buyer and seller are comfortable with.If your trying to convince a seller to give you seller financing while you flip the house a shorter time may be more convincing than a longer one.You could also offer some of the profits from the flip to help seal the deal.

Could be lots of things.....anywhere from the AC itself to a very poorly insulated/sealed home

Use high end stone sealer even though they supposedly have been sealed.  

It is a peer and beam style home.A good first move would be to get an arrow staple  gun and Staple some thick plastic over all of the windows on the outside and all over the holes on the walls on the outside and over the doors to keep the interior sealed .

I had a friend whose house had major structural issues as an underground pipe wasn't sealed off. 

The drain pipes were fitted into the main clay pipe and concrete was poured around the edge of it to seal it.
