For rates to drop considerably something has to change in the economy.

The price dropped further.

You could install a locked drop box at the building for the tenants to put their checks in.

Or take cash and pay the tax on their portion.Only your accountant will know whether this kind of drop and swap is possible without a tax event. 

Our actual carriers used to be Secura, but they seem to be getting out of a lot of insurance lines or pricing so high as to have customers drop off, and we just moved policies in Nov. to Hanover Insurance.
