This is 100% Legal in all states.The Real Estate Commission fines those who hold a license, for those who do not, such infractions are turned over to the Attorney General to the Prosecutor to persue remedies.

(Not commenting on the ethics of this practice, just making the unsubstantiated claim that it does happen.)Of course this isn't always going to work, but may be a deterrence in some cases, especially when the employee knows he doesn't belong there anyway.So, if you'd been "looking the other way" for minor lease infractions so long as the rent was paid on time, maybe if the rent isn't paid those infractions can become less minor.Just spit-balling here, I'm no lawyer.
