The lack of an education due to crappy schools  is a dysfunctional society (A bad district) that decreases the home value and definitely does nothing for the children of that district with a dysfunctional institution.

Many Boards are dysfunctional or self-serving; few have significant real experience in any aspect of facilities management; often they feel they can run the HOA perfectly with just an occasional 1 - 2 hour, very informal and often rambling Board meeting, and simply do not, or can not, put in the actual time needed for many HOA's.

for me I know the product so there is no denying the risk involved and if investors want to risk low end rentals god bless them.. but when your management is dysfunctional well that leads to all sorts of monitary losses.
