out.I was learning first hand , what  some  of you probably knows well: the tenant landlord board in Ontario is a broken biased dysfunctional body.so far, I did the screening process myself.  

If it could go so quickly and be someone else's good-dumb luck, there might be a chance they screwed up somewhere where you could undermine (legally) and benefit from their dysfunction.

The lack of an education due to crappy schools  is a dysfunctional society (A bad district) that decreases the home value and definitely does nothing for the children of that district with a dysfunctional institution.   

It is a very dysfunctional operation. 

Many Boards are dysfunctional or self-serving; few have significant real experience in any aspect of facilities management; often they feel they can run the HOA perfectly with just an occasional 1 - 2 hour, very informal and often rambling Board meeting, and simply do not, or can not, put in the actual time needed for many HOA's.

In her opinion her market has a dysfunctional Section 8 program that delays getting tenants in the property.

They should have put in some casinos instead of prisons drawn in some hi rollers instead of dysfunctional families.  

for me I know the product so there is no denying the risk involved and if investors want to risk low end rentals god bless them.. but when your management is dysfunctional well that leads to all sorts of monitary losses.
