At the risk of being proven wrong, I find it hard to believe that the Department of Homeland Security is involved in investing a failed real estate investment. 

I would look at markets where you can do overseas military or state department renters.  

The builder suggested a local bank that they use and would like to see them succeed and referred me to the commercial lending department.
