Only way to mitigate the unknown is to assume a rebuild cost.

I've helped a few people with considering modular rebuilds in fire areas and there are some modular and manufactured companies that I work with with that have some specialization in the area. - Orbit is one.

At what point is it better to demolish and rebuild? 

Because the Adjuster's fee is normally a % of your claim payment, you may want to get estimates of the rebuilding costs and see how close the proposed settlement is before you decide if the Adjuster is worthwhile.  

In some municipalities, you can't rebuild a non-conforming improvement if more than 50% has been destroyed.
