The way I understand this is if you are collecting/managing for yourself this would not be a violation.If you did this unlicensed for someone else, you need to get a licence to do property management.You probably want to talk to a real estate and asset protection lawyer to see if this actually gives you any risk reduction and then ask them if it is legal at the same time.
