@Jeff Mills Transition between owners, can sometime take a little while to get nailed down, tenants can be hesitant about paying to a different person, especially if they are not given a substantle lead time. 

Detroit was far from alone; there were many cities that had significant drop in cash flow during the GR.If the best investment available was cash neutral but MY conservative return projection showed it to be the best investment available at that time, I would not hesitate to purchase it. 

I was hesitant a few years ago to rent sec 8 but In my few years having rentals, my sec 8 tenants are way better tenants than my self pays.
