Add to that the fact that some leases restrict the amount rent can be increased each time, and the leases themselves depress market rent.

The thing is, there are so many cheap places to live just a few miles outside of the city center (Brewer, Orono, Old Town), and a lot of those areas are very depressed right now, so prices aren't very stable.
