Unmitigated water damage becomes mold damage and and there is the potential of extensive smoke damage in the same airspace.

The tenant ran this house into the ground and smoked heavily inside but they said he would be gone by closing.  

We’ve had an apartment sit vacant since August and have had no luck finding decent enough tenants that don’t smoke or have pets, have no felonies and no prior evictions.

Check the furnace filter, make sure downspouts are attached/down, ensure tenant is caring for landscaping, check on smoke detectors, are there evidence of pests, does it look like more people are living here then indicated on your lease, and finally is there evidence of pets not on the lease. 

One tenant's unit is very apparent that a lot of weed is smoked in the unit which is illegal in SD so I dont have much experience with that. 3. 3 of the 4 units ranges are older and look like they could need to be replaced soon4. 3 of the 4 refrigerators look like they need to be replaced. 5.

I had to add a smoke alarm in the basement.

It likely needs new everything, new plumbing, new electric, insulation, new windows, new smoke detectors, and plenty of other cosmetic updates. 

They do smoke only the best weed And purest coke that food stamps  can buy though
