No balconies, no grass, not enough off-street parking (though there was enough parking with street parking, as our residents could get resident stickers), no dishwashers, no disposals, no on-site laundry.

We, at one time, tried using stickers for our first-come, first-served lot.  

We have the orange sticker system for the students if the cops are called basically you are stickered and fined  when you don't break it up, have too many people, or are partying late.

I don't know if it still works, but my dad was an investigator for the county, and he told me if you write "Do Not Forward" on the envelope, the post office will return it to you with the yellow sticker on it with the person's forwarding address. 

I put my address on stickers or pre-printed on the envelopes and gave them 6 or 12 at the move-in.  

Then, the post office returns it to you with a yellow sticker on the envelope with their new forwarding address.You can also hire a process server to find them for you.  

They'll look at the stickers on the water heaters to see when they were made, and go back to the office and look for permits.
