Our lease says we do quarterly pest control sprays for roaches, spiders etc. anything outside of that is the tenant responsibility.

It is better if you spray versus brush the cabinets. 

Many companies cite safety, logistical, etc concerns doing a Spray Foam + drywall improvement with someone living in the unit.I was going to communicate this with the tenant and offer her the option to break the lease early but before I got to that part - she hangs up the phone. 

another option would be to use a diamond blade on the grinder and to cut out the affected area. use a spray bottle filled with water to spray the blade while in operation in order to minimize the dust. two bags of concrete mix may be sufficient to fill the void.  

I worked as an estimator for a spray foam company and then a foundation company.

I also have a homemade spray booth with the motor outside the airpath, but it's not technically a non-ferrous explosion proof.

Then mix some of the cleaner with water in a pump type sprayer and spray down the damp carpet and let it set for about 15 minutes.
