They dont know it, but I am going to put a temporary seal on it for the inspection so that an Air Pressure Test can give me the health of the rest of the plumbing. 

Sam,Ronam is right for the most part but when you have drawings signed and sealed by a structural engineer licensed in your state there is not much they can argue with.

If she didn't want to fill in the condition report, she shouldn't have signed the lease in the first place and for Joe to set aside his own contract will seal his fate. 

It's mostly about how well insulated and air sealed your home that will affect your heating and cooling results in terms of comfort and energy usage/ savings.

Use a heavy mil plastic, overlap and tape the joints, turn the plastic up, and seal it to the walls.  

And the City of Philadelphia also requires that the battery powered detectors be equipped with 10 year batteries that are sealed in the unit.
