@Mike Milano The question is not about the safety of application, the question behind the question is: will this primer "seal in place" the lead paint without any EPA violation against the lead being friable, also will it not disturb that lead paint/chip when it is applied, I know for a fact that rollers and paint brushes can chip out paint especially when epoxy or even simply paint is applied, there is a viscosity factor when you start applying it, therefore if you have a chipped paint and you roll it with something viscous, then you are potentially spreading the lead based paint.

Absolutely. for dog pee--Pull up the carpet, pour it out 1-2 of cups kilz at a time, use a roller on a long pole, bare feet or flip-flops.

FYI, depending on the type of roller you use to paint, you may have an orange peel effect anyways.
