I know the larger companies around here were charging up to 25% but it will probably vary no matter where you are at.  

There is a soundproofing drywall quietcrete i think, as well as insulation panels, sound dampening paint, and green glue is a compound that you can roll on as well. likely there is no insulation or it wasnt installed well. air gaps equal noise.  

The property next to me is a 1 acre lot, it has a Well, Septic and Power, but no structure.

No building inspections or permits exist out there.

The utility company missed an appointment and no communication from them or action to even reschedule.

Immediately the recommendation changed and now my inspector leaves no stone unturned.

He doesn't say no inspection, he says no inspection contingencies.
