Anyone with a little extra money on their hands with the intent of buying real estate may be considered a legitimate lead.

If the continuing maintenance and repairs are more than you can afford and make the property cash-flow negative, I would sell and hope that the repairs I made and the appreciation would earn me some profit.

Just be aware that the city is underdeveloped and you might want to be extra careful when choosing tenants to make sure that you'll be collecting your rent every month. 

As for the extra dollars unaccounted for, it could be a number of things - repair persons fee, management fee, failed repair, etc.

If you are trying to piece everything together yourself remotely I think the time and brain damage and extra cost in time and cash you would be better to go yourself and do it.
