Signature by the Tenant of this Rental Agreement is acknowledgement that he/she has received a signed copy of the Rental Agreement.  

Then send a letter, or potentially an email (more chance of getting him to acknowledge receipt) that basically says that this violates the lease and any further comments of this sort would be grounds for eviction.
