I am actually talking about land that is just being developed - streets, curb, gutters, sidewalks, underground, etc. all just starting to go in.Remember, when you discuss areas that are good, you need to be sure you are not in areas that have already topped out.

If your duplex has curb appeal, and others in the area take pride in their neighborhood, you could look at the condemned house as an abberation that will eventually be fixed.
