Old thread, I know....but the answer depends primarily on the type of flooring:Flooring that floats above the floor… Such as interlocking vinyl planks, Should NEVER go under the cabinets… Doing so will cause the floor to Buckle (and/or break the locking system) because that type of flooring needs to expand and contract as temperature changes.Flooring that is glued to the floor permanently,  can go under the cabinets without any issue… But realize that you may STILL  very well want to replace the floor but sooner than you will want to replace the cabinets… So you could go either way when it comes to glued down flooring.

What mold needs to grow, Food source(wood, glue, organic material), Temperature, and Moisture.Cleaning the surface with chlorine and water only kills the superficial part of it but like most weed, unless you remove the hyphae(main root) and the mycelium (collection of roots) from the wood components all you are doing is a surface patch.
