You mentioned the area, and that seems to be my biggest concern for now- its crime rate is 52% higher than the national average, but it has 13% fewer police per-capita than the state average. 

There is a person currently living in the property and the owner has tried to evict the tenant but is unsuccessful, he has called the police and even went through the courts to get him to leave but the tenant still has yet to leave.

The reason is because there’s a law in California that prohibits County Assessor’s Offices from posting the home address of any elected or appointed officials (i.e. members of the legislature, City Attorneys, District Attorneys, Public Defenders, Police Chiefs and Sheriffs, federal judges, etc) on the internet.

Try calling the police and report them as a trespasser, it could scare the squatter out of the property.
