If it’s unfinished then it shouldn’t be a problem but if you’ve got a sub floor and walls that moisture will get behind and underneath them there could be a concern but also if the price is right it doesn’t take that much to rip it out completely.

i will say that in my experience, water /moisture issues cause majority of damages.

I have only known water damage as that yellowish stain.I thinking thats water damage, do you have a moisture meter, they sell them on amazon for like $75. 

It was rusted had open spots in the panel and moisture damage was present the main wire had what appears to be burn damage on it coming from outside of the box.
