If it’s unfinished then it shouldn’t be a problem but if you’ve got a sub floor and walls that moisture will get behind and underneath them there could be a concern but also if the price is right it doesn’t take that much to rip it out completely.

The report says that it has polyethylene plumbing and organic growth on some spots on the kitchen ceiling, but they don't show elevated levels of moisture.

The landlord would be responsible for any other lights on the property that benefit both tenants.If is your building, your moisture problem and if you wants to run a dehumidifier 24/7  you will have to pay the electric bill and the cost to run 24/7 is about $300 to $400 per year depending on the size of the dehumidifier.If you want to run a pieces of equipment that expensive then you probably should install an owner's electric meter and that will probably cost $4,000 to $5,000 with the additional wiring you will need.

If the lowest grade can be raised to the BFE or higher without violating residence codes (most require soil be a certain distance away from your lowest floor to prevent moisture wicking, rot, critters, and termites), then you may be eligible to get an exception from FEMA called a LOMA - if you are successful the LOMA essentially states the property is out of the flood zone and you will get normal flood premiums.Summary: Government backed loans require the buyer to use FEMA premiums for flood zones, they will be high, and cannot be shopped through private flood insurance.

I have only known water damage as that yellowish stain.I thinking thats water damage, do you have a moisture meter, they sell them on amazon for like $75.

It was rusted had open spots in the panel and moisture damage was present the main wire had what appears to be burn damage on it coming from outside of the box.
