First time homebuyer

Ok so when we had our inspection we knew that the breaker box was going to fail. It was rusted had open spots in the panel and moisture damage was present the main wire had what appears to be burn damage on it coming from outside of the box. Of course when it didn’t pass we were not surprised. In order for us to be able to get our loan that along with a few other things had to be fixed. Well he agreed to fix  all the issues including the panel. We have been moved in for about a month we noticed that after the initial inspection and before closing lights in two rooms had been removed. Assuming it must of been due to the panel and previous electrical issues with the house (panel wasn’t the only thing but the biggest.) we weren’t too concerned. While we were in the basement putting somethings away my husband decided to check out the breaker box. Well when he did he realized that nothing wasn’t ever replaced/repaired. Only painted to look new. Now we had to have two additional inspections after the first one so how that got looked over i am unaware. On top of that I am now receiving tax papers for the home saying they are still due for This year. I know he is suppose to be paying this years taxes. We agreed to that and paid extra to help cover half the year since we would have possession of the house for half the year. They have his current address on them but were forwarded to my address and relabeled to current owner/occupant. What can I do? Our home warranty isn’t saying they aren’t going to cover the repairs and definitely don’t want to deal with back taxes he was suppose to pay and hasn’t. I knew moving in I was spending some money but now to start running into the things this guy was suppose to fix per contract and didn’t is getting ridiculously expensive.
