I wound up using a HELOC and actually in the middle of my ADU garage conversion. 

We wound up on the market place for 2023 and getting a sizable subsidy based on my income "best guess" for 2023.

I wound up giving the keys to the police to check the wiring and all the places where she may have sold the copper.

I wound up selling it to them for $135k ($15k less than they were going to pay for it).

I actually decide to make a generous offer reflecting some of the cost to fix, seller scoffs, and my buyers agent acts like a wounded puppy to make me feel bad for wanting to revise my offer in any way over a place that has an expensive flooding problem.

We had intended to relocate to Baltimore and found the rental while looking for a primary residence but then wound up being unable to move.
