It's just too difficult to hold anyone's feet to the fire because they can just blame each other and ultimately, they won't care about the yard looking nice or not getting a fine like you will (here in Rochester, we can receive a fine if the sidewalk isn't shoveled).

They will deny a loan (some of my knowledge is out of date so keep that in mind) because there is peeling paint, there are tiles on the roof that need replaced, the sidewalk is heaved beyond a certain point, windows are not in good shape, etc.
