I'm leaning toward getting into buy and hold, emphasis on cash flow since property appreciate is not going to be as significant as other markets.  

Not saying either is totally ignored, but the emphasis is on collateral.And, it is very wise of you to have written guidelines and stick to them, you CYA from many angles doing that.

Commercial loans don't have the same restrictions so with that being said the lenders put more emphasis on the deal.

Emphasis on reasonable.  

The rule was setting up a new Department with new inspectors who would require you to upgrade everything in a house, before you sell, with the idea that you are contributing to Global Warming with the old stuff.

I think they got really ticked off with BO being sworn in, that they see the country going toward the "minorities" and it scares them, that now the best thing to do is to strip the country and funnel as much as possible to the 1 or 1/2% upper class, go global and to heck with the country.
