I just know 14% seems very high for what I know to be one of the most popular up and coming areas of Southern New Jersey. http://www.city-data.com/city/Collingswood-New-Jer...Not sure if this will give you something different but you can break down the different data points by census tract in order to help you find out what neighborhoods within Collingswood, or most any city/towns for that matter, may be better than others
