Hi all, just as an update, there was finally a city that implemented AB 1033, this is San Jose CA, effective July 2024.  

I was able to finally purchase the list but obtaining owner’s information is difficult here where I am (CA).

I kept at it and finally got a copy.

Finally in mid 2018 I was offered a 1099 position on his sales team.
