Sounds like some good old Williamson County justice to me!

In Williamson County the cities will pick the signs up almost instantly and try every devious method known to man to go after you if you place signs.

I think that it's wise to give them access to you or your manager, but as @Al Williamson suggested, train them on what is appropriate or not appropriate.
