I suggest the NW side of the city, in neighborhoods like Dunning, Portage Park, Norwood Park, Jefferson Park, etc.  

The bulk of it is in Jefferson County which requires a minimum of 1 acre to STR a property at the moment.

Those are pretty much metropolis areas though (NYC, LA, Miami).
