If you own the property in your personal name as opposed to an LLC if you receive a fine it will be substantially lower than the same fine given to an LLC.

Some people have shoddy credit, some people only focus on the 3.5% down payment (as opposed to the 3-5% down payment for conventional available right now), some people simply don't know and think FHA is the only way to go, some people do not have access to conventional financing for various reasons.

I did pay them all to represent my best interest in the transaction and in retrospect I was thinking that water and sewer are common charges that are billed to the property as opposed to a person so did someone drop the ball?

HELOCs are revolving debt, like a credit card, and count differently because you can very easily change your debt situation with them as opposed to an installment loan, like your mortgage.
