I see continued strength in the tech market and continued failure of local govt to keep up with housing (although Mountain View itself is bringing A LOT of inventory to market).

Failure to do so will make your legal standing personal in the event of a lawsuit..

The Connecticut statute also specifically provides protection to the tax deed purchaser against any liability for any condition existing or occurrence upon the property or adjoining public sidewalks and streets, or for any failure to act to remedy or investigate any such condition or occurrence during such redemption period. 

The sellers have a failure event in selling their property it's been listed but not sold, what's the problem, the agent or price too high.

These are to pay rent as required by the lease to your landlord, to receive a failure to pay rent judgement for not doing so, or to assert in or before rent court that a serious threat known to landlord, yet not repaired exists, and to pay all rent owed into a rent escrow account at the time of filing.

Think of it this way, education will not prevent failure it will only postpone action.

Failure to follow those guidelines would land them in trouble with the government.

Failure to record did not invalidate the obligation but would rather impose enforcement issues on to the CFD Seller for payment default.  

The second lien filing for relief of that stay will probably not be granted until a plan is approved and a failure to address the second lien's payment fails.
