They do what they can and there is some level of trust involved between all parties..as long as we all follow all of the rules, whether we like it or not - we follow the rules and we are covered.Case in point - I once had a complete, ground-up, custom build in the desert of San Diego County.....somewhere south of Borrego Springs if you know where that is.

Evaporative cooling is great in the desert Southwest, but people from anywhere else in the country do not understand that the A/C (Swamp cooler) and the furnace use the same venting system and only one can be utilized...this is uncomfortable in a month or two in the fall or spring as it is too hot or cold for portions of the day.

Emotionally, I would go with Scottsdale "city tag" sound better than "PHOENIX" :)Rationally, however, I think both area have very similar chracteristic, I'd say Desert Ridge is more crowded than Grayhawk though
