You can be forced to address / correct complaints without the benefit of confronting your accuser or having real proof. 

Or worse you'll have to deal with the tenants accusing each other of stealing their items & then blaming you for it.If ever possible pick a side by side duplex over an up down duplex.

I say we have the right to disqualify this individual on the basis that they are accusing us of fraud and harassing us.

Notice that they never called me, instead they sent me an email accusing me that I had someone unauthorized living in my apartment, all because I had asked a friend to pick up my mail for me.

We found out through other co-owners that the president of this association has been imposing fines based on fabricated accusations on many of them, including both landlord and co-owners who live there. 

Don't accuse her just yet, first see what she can provide...or if she doesn't provide anything satisfactory maybe it is time to move to another PM.

When you sign on the dotted line you are certifying that "I intend to make this my primary residence for the next year" and you must be able to confidently defend that position if anyone accuses you of fraud.

.#3  You probably want to be careful coming up with these on your own so that you are not accused of the unauthorized practice of law and that they are specific, enforceable and have consequences....

make it a part of your business policy so you can be consistent and not accused of unfair housing practices. it can be unpleasant with an unresponsive or difficult tenant but if the tenant is damaging your property or not abiding by the terms of the lease, ultimately they are harming you.
