Maybe find out from a property management company if there are any downward trends in rental comps recently (I'm not really sure they would volunteer this info but its worth a shot).If you're familiar with the area and check for any visible signs of a depreciating market.

If you do have the bugs and go ahead with treatment, then you bring back the dog afterwards, and make sure the bugs are gone.Realistically, unless you have such a certificate, you can't really prove that the bugs were not there when the tenants moved in and so, for all intents and purposes, you are stuck dealing with it and footing the bill (unless the tenants volunteer to split).

If you have a deal to share, volunteer to help answer phones or whatever they might need, a skill that can assist them then you can do more exchange than just them making time.
