Here's another idea to gauge your timing on securing listings/buyers:If you attend a local REIA meeting, you could survey the crowd about how many agents attend their meetings and/or how many attendees are agents themselves.

In order to prove that it's surveys, city codes, plus one party already "lawyered" up, so it's going to cost money and waste time.  

Assumptions sound more like specific knowledge of this project Mark, looks to me as a failed project, surveying done, plated, dirt work began and stopped, why?

@Bill Sargeson   I bought a lot at a California tax sale and when I surveyed it the home next door was half way onto my lot making it unbuildable.
