Also I would knock on a couple of doors and see if they know the owner and find out as much information about the property, more than likely it's an eye sore and they want something done about it.

IF all the neighboringbproperties are developed and the street is nice, this is the eye sore of the neighborhood and at the right price, could be a good spec build project.

I have a propery I flipped and it is done and on the market but the ARV was sorely overpriced. ..and truthfully the market has gotten soft in addition.
