I'm looking for multifamily properties with value add potential (maybe replacing the cabinets, painting the outside, adding some plants, or adding new appliances - not a full gut job.) in B or C areas.

I have done flips by just painting walls with a smoker that had lived there for 20+ years and it never really came out (we replaced the floors) and were still there. 

People online like to paint rosy pictures about how much money their short-term rental makes.

Most properties did not have HOA fees listed.Overall, the data paints a picture of an expensive but high-demand market with established single-family homes that sell relatively quickly.

Made a rookie mistake by not putting the hardware plans down on solid paper when we painted the cabinets and drilled holes For hardware.

One of the main things you get from TC and I get these e mails when I am selling and the other sides TC contacts me and says  Hey we need that lead paint disclosure or we need the property disclosure  or if we are buying Hey where is your EM  all the little details .

I would think as long as I prime and paint over it, it would keep the moisture out.

You said it was an older home, so remember Virginia has required disclosures like lead paint, and there's a new required tenant rights and responsibilities form that has to be done, some localities require annual smoke alarm tests or rental inspections.
