I am currently listening to the BP podcast channel on YouTube on how to build a website with Wix.com while scrolling through the forums... you'll be right at home on here!

On-site or part-time, someone has to do it and get paid while doing it. 5% PM fee is pretty standard for large properties (100+ units) and, yes, 30-units may end up with 8% PM fee and no "official" payroll but the expense is there in some form nevertheless.

My advice is to focus on one marketing channel.  

It's a ugly channel, and most probably you will stuck with a piece of crap.  

After 6 months of ups and downs, I can officially say my real estate investing career started with a house I bought for $1.  

In 2012 I officially started investing again.
