The question is why develop a park when you can buy a functioning one for less $ per lot and with positive cash flow?

You won't be able to use the IRA owned properties for personal use nor can you perform sweat equity functions on the property. 

NYC each borough has their own Department of buildings , each function a little differently from my experience.

Another plus of the boot is the visual and social pressure, especially in a large complex.

We have used a design software to do our permitting, and visually model things like removing walls etc.

Again, keeping in mind that this is a small duplex, as the landlord I'd rather not pay an extra $40 a month for standalone internet/cellular service.Which leads me to my question -- insofar as the submetering system could function through a tenant's cable internet service, is there any legal prohibition on including language in a lease to require that a tenant maintain such internet service for the stated purpose of monthly water readings?  

This is a great strategy but does not function here in Utah or Florida.  

LOLPlus they may find like I have that self management is not that hard and its best keeping that role within the landlords business and not outsource the MOST important function in a land lording business, selecting and retaining good tenants.

Our inspection period expires on 9/15, inspection is scheduled for tomorrow, 9/13 - we don't expect any significant surprises based on a preliminary visual check.  

The original developer of the Condos went bankrupt and after that point there has not been a functioning HOA.
