For some reason, the insurance company won't write this as one policy but distinct ones with higher aggregate premiums when the exposure is the same.Any thoughts on how best to structure the insurance coverage?

Sumarkets are VERY distinct in Houston and can change RADICALLY within 1/4 mile.  

ADA governs PUBLIC ACCOMMODATIONS.Fair enough, That was just stated to point out there is a distinction.  

These all provide you a distinct advantage over others who lack them.

If you read the guidelines, there is very little distinction between a service animal and an emotional support animal.
