There are insurance carriers cerry picking the low risk properties away from FEMA, which will inevitiably drive up the cost on the higher risk locations throughout the US.

Depending on carriers, only a max number of occupants are allowed per policy. 

Try telling your mortgage carrier that you will be late on your payment because your tenant is in rehab.
