They are paying way below market value for their unit and it would be ideal if I could either propose a rent increase or ask them to vacate.

Exception:  you are an employee of the owner (typically builder/developer) and showing only their properties.That being said, I know of lots of people that are doing just what you propose, and are doing so knowingly or unknowingly breaking the DORE laws, at lest for NY and PA. 

I looked at their proposals and found that it decreases my monthly cash flow from the investment quite considerably, so I’m trying to understand if its worth it or is it better to look for someone on the side to do the job for less.Thank you!

Anyone have any suggestions on the type of loan that will be needed for this.Looks like I will need to come up with a proposal as well with the application.Any advice would be great!!!

I have a plat map showing the proposed partition and I can reference the map in the purchase agreement but that's all I've got.

The advice to buy and hold could be a decent proposal if you are married to REI and are happy with 8% total return.
