Newbie looking to buy Vacant property from city

Hey Everyone!

Looking to start out in rental properties. I found a vacant home on sale from the city I live for a great price. Will be able to pay their starting bid price but will definitely need a lot of work which will mean i will need a loan. Anyone have any suggestions on the type of loan that will be needed for this.

Looks like I will need to come up with a proposal as well with the application.

Any advice would be great!!!
