Also, figure out different marketing techniques including referrals.

Are they hosting open houses, networking with neighbors that might know someone, promoting the listing for the reasons you listed? 

In declining his offer I would go ahead and set the expectation that you are granting him a promotional rent for this lease period only  and he should expect a rent increase at lease renewal.

Looking for really good referrals for a great builder in the Southwest portion of FL, specifically Port Charlotte.

The individual has told me they will be sending us the referrals for us to contact so we will see how that goes.

I would word it out differently, tell him if he cooperates you will help him when he's looking for new place, he can use you as referral. also let him know that the contract will give you the right of entry with proper written notification.  

Just need to know what insurance is best and looking for insurance referrals.
